Action occurs, but agency is often misunderstood.
Actions arise through the body–mind in response to circumstances, conditioning, and intention. Movement, speech, and decision-making belong to this functional level. They do not require a separate agent beyond the body–mind.
Confusion arises when agency is attributed to the Self. When action is taken to imply an independent doer, karma appears to bind that doer. This attribution creates the sense of personal authorship and ownership over action and its results.
Agency, in this context, is a conceptual overlay. It is not found apart from action itself. When examined closely, action is seen to occur without a separate, enduring agent behind it.
Recognizing the distinction between action and agency clarifies how karma operates without binding the Self. Action continues, consequences follow, but the sense of a bound doer loses its basis.
